(A) The Board is empowered, from time to tinge, to accomplish, enter into contracts and take other appropriate action concerning educational facilities projects in the county.
(B) No interest rate charged in connection with any educational facilities project shall exceed by more than 1.5% the rate of interest paid by the Board on any bonds issued therefor under § 32.199.
