In accordance with and pursuant to the authority conferred by the provisions of the state statutes, there is hereby created and established an educational facilities board to be named the County Educational Facilities Board, with authority as hereinafter provided to accomplish, finance, contract and make loans concerning and otherwise providing for eligible facilities in the county.
