(A) There is hereby established the County Library Department. The Library Department shall function to serve the citizens outside the city limits of Fort Smith as a reliable source for information, self-education, intellectual stimulation and recreation through an effective library program of books, materials and services.
(B) The Library Department shall assemble, preserve and administer organized collections of print and non-print materials as well as providing library services throughout the county at branch libraries and additional deposit locations.
