§ 91.30 PROPERTY OWNER’S OBLIGATION TO REPAIR.
   (A)   All property owners who have had sidewalks along or abutting their property and said sidewalks have for any reason been torn up or damaged or have gotten into a bad state of repair, will immediately repair and rebuild said sidewalks out of concrete according to the specifications for building sidewalks.
   (B)   It is further ordained that all other property owners who do not have sidewalks along and abutting their property, where there should be sidewalks, or where it should be necessary to build sidewalks for themselves and the traveling public, the necessity therefor to be determined by this Council will build said sidewalks out of concrete, according to the plans and specifications for building sidewalks in the city, immediately upon notice from the City Council to said property owners to build and construct said sidewalks.
   (C)   It shall be unlawful for anyone to fail to rebuild or repair said walks and to build new sidewalks after they have received notice so to do.
   (D)   This section will become law and be in full force and effect on and after its passage and publication, as required by law.
