§ 22-4-3 OCCUPANCY; FRONT SEAT; RESTRICTIONS.
   The occupancy of the front seat of any motor vehicle that is in the process of being started or is in motion on any street within the city shall be limited to one driver and not more than two other persons over the age of 12 years.
