The provisions of this article regulating the movement, parking, and standing of vehicles shall not apply to authorized emergency vehicles, as defined in this chapter, while the driver of such vehicle is operating the same in an emergency in the necessary performance of public duties. Provided, this section shall not exempt any such driver from a duty to exercise due care, or from liability of any kind for reckless disregard of the safety of other persons or the property of other persons.
