Part of the cost of construction of a water main may be paid by the city in the circumstances provided in Chapter 22 of this code. The cost of construction of water mains or sewer mains that is to be paid initially by the city, whether or not specially assessed to benefitted property, shall be paid only in warrants as provided in Neb. RS 16-671, unless the City Council otherwise shall direct.
