Grades on arterial and collector streets shall not exceed 7%, or, on other streets, 10%. Changes in grade on arterial or collector streets shall be connected by vertical curves of a length in feet not less than 15 times the algebraic difference in rates of grade, and, on other streets, not less than one-half of such length.
