No person shall obstruct a street, alley, or sidewalk while removing any tree without obtaining a permit from the City Manager, or the person designated by the City Manager. No permit may be issued until a bond is filed with the City Clerk, in an amount to be fixed by the City Manager, or the designee of the City Manager, signed by the person and an approved surety company and conditioned that the person will indemnify and keep harmless the city from any and all liability from accidents, injuries, and damage suits caused by the removal of the tree.
