§ 20-7-26 REMOVAL BY CITY; ASSESSMENT.
   A true and proper account of the costs and expenses of removing nuisances as described in this article shall be kept by the City Manager, or his or her designee, and certified to the City Clerk. The City Clerk shall certify to the City Council the expense of such removal. The City Council shall ascertain the expense of such removal and shall thereupon assess the same as a special tax against the property on which was situated the trees so pruned or removed, or property which abutted the sidewalk or other street or alley area on which was situated such branches or trees. Such tax shall be levied and assessed to the extent of special benefit of the property assessed after notice and hearing and otherwise in the same manner as other special taxes for improvements are levied and assessed.
