No person, other than an employee of the city acting in the course of such person’s employment, shall plant a street tree without first obtaining a written permit for such planting and a copy of the ordinance pertaining thereto from the City Manager, or the designee of the City Manager, within 48 hours prior to planting. The terms of the permit, if granted, shall be strictly followed.
