Shrubs constituting street trees shall be trimmed to a height not greater than 30 inches above the top of the curb (or, if there be no curb, the surface of the street or alley), unless the Park, Cemetery, and Tree Board determines that a greater height would not constitute a hazard to pedestrians or vehicular traffic.
