When cutting into any paving, it shall be the duty of the party so cutting to make the same in the manner, and under such rules and regulations as may be prescribed by the City Manager, or the designee of the City Manager. When such party is ready to close such opening, such party shall inform the City Manager, who shall cause the materials used and the work done in closing such opening to be supervised and inspected. It shall be discretionary with the City Manager to do such work and charge the cost thereof to the holder of the permit, or he or she may consent to the work being done by the holder of the permit.
