§ 20-5-14 SAME; APPLICATION; INVESTIGATION.
   Before any person, firm, or corporation shall obtain such permit, such person, firm, or corporation shall inform the City Manager of the place where such cutting is to be done, and it shall be the City Manager’s duty to cause an inspection to be made of the proposed place of entry into such paving, curb, or sidewalk.
