Every excavation in a street, alley, or public place shall be backfilled promptly after completion of the work that required the excavation. No concrete rubble or trash shall be used in backfilling. The material used shall be thoroughly tamped and packed into place so that settling does not occur, and the holder of the permit shall maintain the surface over the refilled excavation in a smooth condition for a period of at least six months after completion of the original backfilling.
