§ 20-5-6 FROZEN GROUND; FREEZING TEMPERATURE; RESTRICTIONS.
   No person shall make any excavation in any street, alley, or public place within six feet of any laid water pipe while the ground is frozen, or dig up or uncover so as to expose to the frost, any water pipe in the city.
