§ 20-3-17 SAME; SURVEY; CONFORMITY WITH; FEES.
   When a permit is granted for construction of sidewalk or curbing, the City Manager shall cause to be made a survey and shall cause stakes to be set indicating the location, grade, and elevation of such sidewalk or curbing, and it shall be unlawful for any person to construct or cause to be constructed, such sidewalk or curbing at any other location, grade, or elevation than so designated. Such survey shall be made and stakes set within ten days after a permit is granted as provided in this section. The fees of such engineer shall be paid by the city, but if the person obtaining the permit and survey fails or neglects to construct such sidewalk or curbing within 60 days thereafter, such applicant shall be liable to the city for the expense of such survey as determined by the City Manager, or the designee of the City Manager, which amount shall be included in the special assessment and considered as a special benefit.
