§ 20-3-15 CONSTRUCTION; BY PROPERTY OWNER; PERMIT; SURVEY; REQUIRED.
   Any person desiring to construct or cause to be constructed any sidewalk or curbing on any street or avenue abutting his or her property in the city shall obtain a permit and survey as hereinafter provided; and it shall be unlawful for any person to construct any sidewalk or curbing without first having obtained such permit and survey.
