The City Manager, or the designee of the City Manager, shall prepare such other plans and technical specifications as to the construction or reconstruction of sidewalks and curbs from time to time as public safety and convenience require, and all sidewalks and curbs hereafter constructed or reconstructed shall conform to such of those plans and specifications as may be approved by the City Council.
