All sidewalks shall be constructed upon the established grade for the city as shown by the grade book. Provided, if the sidewalk is to be constructed at a place where the street has not been brought to the grade established by the city, the City Council may, by resolution, permit such sidewalk to be built on such grade as the resolution may provide.
