§ 19-2-6 DESTRUCTIVE AND INJURIOUS MATERIAL; REMOVAL.
   Any person who deposits or permits to be deposited any destructive or injurious material, or who is the operator of a vehicle involved in an accident which causes such material to be deposited, upon a public street, alley, or other public way, shall immediately remove or cause to be removed such material.
