The accumulation of, keeping, or disposal of combustible solid waste in the fire limits of the city, as they are now or may hereafter be constituted, is hereby declared to be a fire hazard. The accumulation, keeping, or disposal of solid waste within the city in any manner other than as provided in this chapter is hereby declared to be unlawful and a nuisance.
