The city may immediately and without notice discontinue sewer service to any person who shall violate or fail to comply with any of the provisions of this chapter. The city may also elect to seek damages and penalties as provided for in this chapter. The owner and occupant of any premises from which water or waste is discharged into any sewer of the city in violation of, or in the absence of compliance with, any such provision shall be jointly and severally liable to the city for any and all damages sustained by the city as a result thereof.
