§ 18-3-7 INDUSTRIAL WASTES; MANHOLE.
   When required by the City Manager or his or her designee, the owner of any premises served by a building sewer carrying industrial wastes shall install, at his or her expense, a suitable control manhole in the sewer service line to facilitate observation, sampling, and measurement of the wastes. Such owner, when required by the City Manager or his or her designee, shall install, at his or her expense, a suitable sewage measuring device. Such manhole shall be accessible to city employees at all times and safely located, and shall be constructed in accordance with plans approved by the City Manager or his or her designee. The manhole shall be maintained by the owner so as to be safe and accessible at all times unless located in a public right-of-way.
