§ 18-3-6 PRELIMINARY TREATMENT FACILITIES; MAINTENANCE.
   Where preliminary treatment facilities are provided by the owner for any waters or wastes, they shall be maintained continuously in satisfactory and effective operation at the owner’s expense.
