Notwithstanding anything else that appears in this chapter, the city may issue a permit allowing a person to discharge into the city’s sewers waters or wastes which in the absence of such permit would be in violation of the provisions of this chapter. Such permit shall be on the terms and conditions as the City Manager shall deem to be in the best interests of the city. A violation of the terms of the permit shall subject the person to the penalties and sanctions provided in this chapter.
