The Mayor and the City Council find that:
(A) The Scottsbluff School District has requested the City Council to regulate and prohibit by ordinance the operation of skates and skateboards on school property;
(B) Such areas are within the city, or owned or under the control of the Scottsbluff School District, and are semi-public places;
(C) Such property is adjacent to school buildings owned or under the control of Scottsbluff School District; and
(D) No person shall operate skates or a skateboard upon any property of the Scottsbluff School District.
