(A) Except as hereinafter provided, no person shall discharge or cause or allow to be discharged any of the following described waters or wastes into any sewer connected to any sanitary or storm sewer of the city any:
(1) Liquid or vapor having a temperature higher than 150ºF or lower than 30ºF;
(2) Water or waste which may contain more than 50 parts per million by weight of fat, oil, or grease;
(3) Any gasoline, benzene, naphtha, fuel, oil, or other flammable or explosive liquid, solid, or gas;
(4) Ashes, cinders, sand, mud, straw, shavings, metal, glass, rags, feather, tar, plastics, wood, paunch manure, whole blood, hair or fleshing entrails, or other solid or viscous substance capable of causing obstruction to the flow in sewers or other interference with the proper operation the sewage works;
(5) Waters or wastes having a pH lower than five and five-tenths or higher than nine, or having any other corrosive property capable of causing damage or hazard to structures, equipment, and personnel of the sewage works;
(6) Waters or wastes containing a toxic or poisonous substance which by reason of their nature or quantity are, or may be, sufficient either alone or by interaction with other substances to cause fire or explosion or to injure in any other way the wastewater system or processes or operation and maintenance of the sewer system, or which constitutes a hazard to humans or animals, creates a public nuisance, or creates any hazard in or has an adverse effect on the waters receiving any discharge from the treatment works;
(6) Noxious or malodorous gas or substance capable of creating a public nuisance;
(7) Strong-acid iron-pickling wastes or concentrated plating solutions whether neutralized or not;
(8) Waters or wastes containing iron, chromium, copper, zinc, and similar objectionable or toxic substances; or wastes exerting an excessive chlorine requirement, to such degree that any such material received in the composite sewage at the sewage treatment works exceeds the limits established by the City Manager or his or her designee for such materials;
(9) Waters or wastes containing phenols or other taste-producing or odor-producing substances, in such concentrations exceeding limits which may be established by the City Manager or his or her designee as necessary, after treatment of the composite sewage, to meet the requirements of state, federal, or other public agencies or jurisdiction for such discharge to the receiving waters; or
(10) Radioactive wastes or isotopes of such half-life or concentration as may exceed limits established by the City Manager or his or her designee in compliance with applicable state or federal regulations.
(B) No person shall discharge or cause or allow to be discharged any of the following described
waters or wastes into any sewer connected to any sanitary sewer of the city any:
(1) Garbage that has not been properly shredded;
(2) Water or waste having a five-day biochemical oxygen demand greater than 300 parts per million by weight;
(3) Water or waste containing more than 350 parts per million by weight of suspended solids;
(4) Water or waste containing an ammonia nitrogen (NH3) level of more than 25 parts per million;
(5) Water or waste having an average daily flow greater than 2% of the average daily sewage flow of the city during the preceding six-calendar month period; or
(6) Water or other substance introduced into the sanitary sewer other than through an approved sewer tap.
(C) No person shall discharge or cause or allow to be discharged any of the following described waters or wastes into any sewer connected to any storm sewer of the city any:
(1) Garbage;
(2) Water or waste having a five-day biochemical oxygen demand greater than 30 parts per million by weight; or
(3) Water or waste containing more than 80 parts per million by weight of suspended solids.
