No person shall operate skates or a skateboard on a public sidewalk or city-owned or operated parking lot situated in whole or in part within the area bounded by Railway Street on the south, 20th Street on the north, 2nd Avenue on the east and Avenue B on the west. Provided, however, that skates or skateboards may be operated on public parking lots in connection with a business promotion event for which a permit has been issued as provided elsewhere in this code.
