A wholesale user which is not connected to the city sanitary sewer on November 1, 1997 must obtain a permit prior to discharging any sewage into the sewer. Such new wholesale user shall submit an application to the City Manager on a form to be furnished by the City Manager. After evaluation and acceptance of the data furnished, the City Manager may issue a permit subject to the terms and conditions provided in this chapter.
