(A) Wholesale users which are connected to the city sanitary sewer on November 1, 1997 shall be issued a permit by the City Manager. The permit shall be subject to such conditions as the City Manager deems appropriate. The permit shall be effective January 1, 1998 and from that day forward, the permittee shall conform its conduct to the terms and conditions of the permit.
(B) Nothing in this section shall be construed to authorize a violation of any provision of this code, or any provision of any existing contract between the city and the wholesale user.
