The provisions of this article that are applicable to connections to a sanitary sewer of the city from premises outside the city shall apply to sewer connections that have been made prior, as well as those that may be made subsequent, to the effective date of such provisions. Provided, it shall not be necessary to procure a permit, or to pay the charge for a permit, to connect a sewer that, with consent of the City Council, was connected to a sewer of the city prior to the effective date of such sections. Provided, further, such provisions shall not be construed in such a manner as to impair the obligation of written contracts entered into by the city prior to the adoption of such provisions.
