Connections to a sewer of the city from premises that are outside the city may be made only after obtaining approval of the City Council and complying with the other requirements of this article which are applicable to such premises. Subsequent extensions of or additional connections to sewers that have been connected to a sewer of the city may be made only after obtaining approval of the City Manager or his or her designee and complying with the other requirements of this article which are applicable to such premises.
