Sewers from premises outside the city that are connected to a sewer of the city shall not, without the express consent of the City Council, become the property of the city until such time as such premises shall have been brought within the city. If such premises subsequently shall be brought within the city, the sewers from such premises shall thereupon become the property of the city without expense to the city.
