No person shall park a bicycle on the street, alley, sidewalk, or other public way in such a position as to interfere with the safety of movement of vehicular or pedestrian traffic. When parked upon a sidewalk, the bicycle shall be parked within four feet of the curb. Where a public bicycle rack containing parking space is situated within 100 feet, the bicycle shall be parked in such rack.
