The City Manager, upon denying an application for a permit, shall be empowered to authorize flight(s), descent(s), and ascent(s) to be held on dates, at times or places, or on other conditions different from those specified in the application. An applicant desiring to accept an alternate permit shall, within 24 hours after notice of the action of the City Manager, file a written notice of acceptance with the City Manager. An alternate permit shall conform to the requirements for, and shall have the effect of a permit under, this article.
