The City Council, whenever it shall determine by resolution that the public safety, convenience, or welfare requires, may limit or entirely prohibit the operation of bicycles upon any public sidewalk within the city, or within any area of the city designated in the resolution. The operation of a bicycle on a designated sidewalk shall constitute a violation of this article.
