§ 3-2-1 BICYCLE; BRAKES.
   Any bicycle operated on the streets and public ways of the city shall be equipped with a brake or brakes which will enable the operator to stop the bicycle within 25 feet of the point of braking when moving at a speed of ten mph on dry, level, and clean pavement.
