The applicant shall have the right to appeal the denial of a permit or a permit condition. A notice of appeal shall be filed with the City Manager setting forth the grounds for the appeal within five business days after mailing or personal delivery of a notice of denial or permit condition. The City Manager shall hold a hearing no later than five business days after the filing of the appeal and shall render his or her decision no later than one business day after the hearing. The City Manager’s decision shall be final, subject only to such judicial review as may be permitted by law.
