The public parks may be used temporarily for the purpose of conducting therein a community festival or art show. The provisions of Chapter 20 of this code pertaining to such events on the public streets and sidewalks shall be applicable to public parks, unless such provisions are clearly inapplicable to parks. It shall be unlawful to conduct or participate in such an event otherwise than in accordance with the provisions of this chapter, and of the applicable provisions of Chapter 200 of this code.
