If the City Council shall make a determination by resolution that a reduction of the charge prescribed in this article for annual family season tickets to the city’s swimming pools, for tickets of such type which are purchased during a prescribed limited period of time, would be in the public interest, by tending to promote increased purchases of such tickets and thereby increased use of the city’s swimming pools, the City Council by resolution may prescribe a reduced charge to be made for annual family tickets procured during a limited period specified in the resolution.
