Whenever in this municipal code reference is made to rules, regulations, or decisions of executive or administrative officers, departments, or agencies of the state such rules, regulations, or decisions shall be considered to be those set forth in one written copy thereof on file in the office of the City Clerk, and shall constitute in effect, to the extent of the reference, a part of this municipal code.
