Whenever in this municipal code, a department, board, officer, or employee is referred to by a title or other designation that appears in Chapter 6 of this code, the department, board, officer, or employee so referred to shall be construed to mean the department, board, officer, or employee of that title or designation that is established or referred to in Chapter 6 of this code.
