No person shall:
(A) Play or loiter in any street or alley in the city at any time, to the inconvenience of vehicular or pedestrian traffic over and upon any street or alley, or play or loiter in any public parking lot or other public place, except a public park or city-operated recreation area; or
(B) Loiter upon, against, or adjacent to a motor vehicle parking upon a street in a residential business or commercial area.
LOITER, as used in this section, means to linger, delay, be dilatory, stand, sit, move about, loaf, or spend time idly.
