§ 3-1-9 REGISTRATION PLATE; DISPLAY; OPERATION WITHOUT; PROHIBITED.
   It shall be unlawful for any person to operate a bicycle upon any street or public way without having the registration number plate issued therefor under the direction of the Police Chief, displayed upon the frame of such bicycle so as to be plainly visible.
