§ 3-1-4 REGISTRATION CERTIFICATE; WHEN ISSUABLE.
   The Police Chief shall issue a registration certificate for a bicycle when such bicycle satisfactorily complies with the inspection test hereafter provided for, and upon the payment of the required registration fee.
