(A) The Arts Center, when seeking such a permit, shall file with the City Clerk an application therefor not less than seven days prior to the meeting of the City Council at which the application is to be considered; provided, the City Council, for good cause, may waive the time for filing the application.
(B) The application shall set forth:
(1) A description of the event and the date(s) and hours during which it will be conducted;
(2) The name(s), address(es), and telephone number(s) of the person(s) who will be present and in charge of the event; and
(3) Any additional information which the City Clerk shall find reasonably necessary to enable the City Council to determine whether a permit should be issued.
