The City Council may direct the issuance of a permit as provided in § 13-6-7 of this subchapter when, from a consideration of the application and from such other information as may otherwise be obtained, it finds that the presence and consumption of beer on the premises during the event is not likely to result in alcohol-related violations of law on or within the vicinity of the premises, or to require the diversion of so great a number of police officers of the city to properly police the area where the event will be conducted and areas contiguous thereto, as to prevent normal police protection to the city.
