A person seeking issuance of a permit as provided in § 13-6-7 of this subchapter shall file with the City Clerk an application addressed to the City Council, on a form provided by the City Clerk. The application shall be filed not less than ten days before a regularly scheduled meeting of the City Council, and the City Clerk shall cause copies of the application to be delivered promptly to the Police Chief and Director of Parks and Recreation; provided, the City Council, for good cause, may accept and act upon an application not filed within such period. The words “ten days” shall not include Saturdays, Sundays, and holidays.
