In addition to any requirements contained within this article, all cable operators shall be expected to comply with all applicable provisions of the Cable Act, being 47 U.S.C. §§ 521 et seq. and all other federal laws directed at controlling or regulating cable operators, and any rules and regulations issued pursuant to those laws. In addition, any franchise issued pursuant to this article shall be subject to amendment by mutual agreement of the parties to incorporate any applicable federal legislation, rules, or regulations which become effective after the date of the franchise.
